EC DGXIII Project - Telematics in Libraries
NOTE: This project was completed while the Centre for Research in Library and Information Management (CERLIM) was based at the University of Central Lancashire during 1993-98. On 1 April 1998, CERLIM moved to a new base at Manchester Metropolitan University.
This 10 month study was carried out for the European Commission under the Libraries Programme to identify the scope for further public library involvement in open distance learning and the development needed to facilitate the use of open distance learning technology by library users.
Open Learning is defined as anything which allows a person to learn what they want, where they want, when they want and how they want. Open Distance Learning emphasises one strategy of openness, that of enabling a person to learn at distance from the teacher or tutor, or even without one. This strategy implies the availability of learning materials that can supply much of the content and structure of the subject for learners to use on their own.
The PROLIB/ODL study was designed to investigate public library involvement through a four phase study, as follows:
1.An investigation of the responsibilities for open learning in the member states of the European Union, with particular attention to the players involved so as to identify whether public libraries could have a role as direct players or one based primarily on the mediating function of libraries acting as gateways to other players.
2.A review of the technical state of the art, particularly the ways in which public libraries are currently contributing to open distance learning or might contribute in the future.
3.An examination of the extent to which open distance learning in libraries can be co-ordinated with other European Union programmes with a view to establishing those aspects which could warrant specific action under the Libraries Programme.
4.A requirements specification for support systems designed to facilitate use of open distance learning technology by library users including information on learning opportunities, bibliographic control tools, availability of tutor support, equipment and networking support needed and costs involved.
The study was carried out by a team led by the Centre for Research in Library and Information Management (CERLIM) at the University of Central Lancashire involving Information for Learning and the British Association for Open Learning.
