Administrative Considerations
A successful evaluation takes administrative issues into consideration
from the start. Ask:
- Who is responsible overall for the evaluation?
- Who will undertake the work? And will they be available as
required?
- Will special expertise also be needed (e.g. design of
a web-based questionnaire)?
- Who else needs to be involved?
- What are the reporting lines?
- What are the milestones and
deliverables?
Set up a budget for the evaluation activity. If the work is to be
subcontracted this may be a one-line budget. Otherwise specify:
- Staffing costs
- Travel and subsistence
- Materials
- Equipment (e.g. a tape recorder for interviews)
- Funding for rewarding participants (an honorarium per participant or
maybe a prize draw)
Consider what you will do with the data you collect:
- Where will raw data be stored?
- Where will processed data be archived?
- Will anyone else (e,g, other projects' staff) be permitted access to
the data and on what terms?
Finally make sure that the evaluation activity will mesh in with the project's
work and with the constraints imposed by the individuals and groups you will
engage with.
